It is customary for employees on both sides of a conversation between two heads of state to schedule the call-in order to avoid awkward scenarios.
According to a report published earlier this week, Biden was snubbed by French President Emanuel Macron when the latter declined to accept Joe's congratulatory phone call following his re-election victory.

According to the White House, the phone call took place the following day:
President Joseph R. Biden, Jr. spoke today with President Emmanuel Macron of France to congratulate him on his re-election. He underscored the close and enduring relations between the United States and France, our oldest ally, based on shared democratic values, economic ties, and security cooperation. President Biden conveyed his readiness to continue working closely with President Macron on our shared global priorities.
However, it wasn't the only blunder that occurred that day; Ron Klain Biden's Chief of Staff was also made fun of.
People from both political parties slammed Kalin after he suggested that Marcon's victory proved that Joe Biden didn't need to have high popularity ratings in order to be president.
“An interesting observation, just FYI. President Macron appears to have secured a double-digit victory over LePen, at a time when his approval rating is 36%. Hmmm…” Klain wrote.

This is a sad state of affairs. Rather than celebrating the possibility of triumph while your numbers are in the trash, why not work harder to win the support of the American people now? Danielle Pletka, senior fellow at the American Enterprise Institute, used the hashtag #noshame to express her displeasure.
Even members of the mainstream media were unable to keep their mouths shut.
In a recent CNN interview, "journalist" Andrew Kaczynski pointed out that the French are well-known for giving their politicians low levels of public favor.
A French president having a 36% approval rating is like an American president having an 88% approval rating. https://t.co/WDAfrH711D

“File under: don’t try this at home, kids,” wrote columnist Jeet Heer of The Nation, a far left-wing magazine.
The entire administration is utterly incompetent, and they aren't fooling anyone with their ruse.
